Ok...it's in the NYT, so it must be true, right?!
Arnold is advocating a STUDY regarding legalization?

Yup!

And there's actually a BILL being introduced to accomplish this very thing??

Yup!
"As California faces a massive budget deficit, the time is indeed right for political discussion of the possible merits of legalizing marijuana. In fact, California Assemblyman Tom Ammiano (D) introduced Bill AB 390 seeking to permit legal marijuana usage to persons over the age 0f 21. "
